Volume 11, Number 22 — January 19, 2022
Dear Healthcare at Home Colleague,
We are happy to welcome back AlayaCare as one of our sponsors. You can show your appreciation by clicking on their graphic below. While you're at it, click on the others too. These sponsors make it possible for us to offer this free service.
You spoke, we listened. Thank you for responding to our EVV Satisfaction Survey. We hope you are not disappointed in your results. We lay out the raw data and our analysis in two separate pieces this week. If I were to summarize, I would have to say that no one will be satisfied with our satisfaction survey. Not EVV vendors, not Medicaid providers, not state Medicaid officials, and, eventually, not Medicare providers, who will join the ranks of the EVV mandated next year.
To be clear, we did not set out to criticize EVV, nor its software vendors, aggregators, users, or state Medicaid offices. But the survey results are difficult to ignore. Something is wrong out there, and it had better be fixed before 11,000 Medicare Home Health providers join the party one year from now.
Our presentation of the survey is in two parts. One is the raw data, showing who answered and what their specific complaints are. The other is our extended analysis, with written comments from survey respondents followed by my commentary and recommendations.

Staff writer Darcey Trescone, herself an RN, takes a deep dive into the problem of too many COVID patients and not enough nurses. As more and more nurses take ill, or become physically and emotionally exhausted, hospitals can afford to replace them by offering historic bonuses and salaries. Home Health cannot compete. Be sure to read Darcey's exploration of this timely issue in "Compassion Fatigue Leads to Retention Issues in Nursing."
From the public health emergency to OASIS-E, CMS has had an active month. We pulled together the most important announcements for you, including the statement by CMS Administrator Chiquita Brooks-LaSure on the U.S. Supreme Court’s decision on vaccine requirements. Plus:
I hope to see you at Homecare 100, February 6-9, in Scottsdale. Click on their graphic ad for details. It is filling up this year; they had to engage a third hotel. We were sorry to hear NAHC had to convert its big Private Duty Leadership Summit to virtual instead of in-person. They plan to present much of the content as webinars free to NAHC members. Watch for more information at nahc.org as those plans are finalized.
Have a great week. Stay healthy, get vaccinated, wear a mask, and keep making a difference!
EVV Survey Exposes Industry-Wide Disappointment
Our EVV survey responses were both surprising and disapointing.
EVV Survey Results: Raw Data
With fewer than 100 responses, survey results cannot strictly be considered "scientific," but we believe they are representative of the Medicaid in-home provider community.
Compassion Fatigue Leads to Retention Issues in Nursing
The global nursing shortage has had a significant impact on patient care and an adverse impact on healthcare systems. The nursing shortage began well before the pandemic. But the stress on the system with COVID-19 raised the level of burnout and increased the number of nurses who left or are leaving the profession early.

Time: 12:00 - 1:30 EDT
Description: In addition to routine annual payment changes, CMS proposed FY2024 Hospice Payment Rule, issued on March 31, contains valuable updates on the Hospice Quality Reporting Program (HQRP). Perhaps most notable, the rule's deep dive into utilization trends signals an intensified interest in hospice care patterns, potentially inappropriate behavior in the hospice sector, and program integrity concerns. Join two of NAHC's hospice experts as they detail proposed changes, including a new requirement that hospice certifying physicians be Medicare enrolled (or to have validly opted-out) and CMS' Requests for Information on hospice utilization and health equity, and examine their potential impact on hospice practice going forward.

Audio-Conference Description: Home care providers of all types; including home health agencies, private duty agencies, hospices and HME companies; remain targets of audits by various regulators, including but certainly not limited to United Program Integrity Contractors (UPICs). The results of these audits can be devastating because they may threaten the ability of providers to remain in business, especially when overpayments are extrapolated to millions of dollars. Audits of all types must be taken seriously and providers must take action to close audits as quickly as possible! The first thing providers must do is to review records requested by auditors.
- What must providers do when reviews show deficiencies in documentation?
- When and how can providers amend or supplement records prior to submission to auditors?
- Should providers send summaries to auditors along with patient records?
The purpose of this teleconference is to give providers detailed steps to follow to avoid adverse consequences of audits. Examples of common issues targeted by auditors will be provided and there will be time for questions and answers.
