Dear Healthcare at Home Colleague,

It is working! I passed along to you NAHC President Bill Dombi's urgent request to contact your Senators and Congresspeople about the bills to shut down PDGM's 8.01% behavioral adjustment and it looks like you are doing it. Bill told me both Senate Bill 433 and House Bill 2573 are gaining co-sponsors and moving steadily toward an eventual vote. This is not a time to congratulate ourselves, however. Call your representative and Senators today. That 8% rate reduction, based on what they assume you might do in the future, is going to hurt if it takes effect simultaneously with PDGM. You have a chance to stop it but you have to get on the phone. Do it now. Details are in "Last Week's Most-Read Articles" section below.

Note to tech vendors

We are in the final stages of updating our free service, The Home Care Technology Buyer's Guide, and we need to hear from you. A San Francisco home health CEO is facing jail time and huge fines after getting caught paying for referrals. In addition to a summary of the story, we have a comment about this problem in one of our occasional opinion pieces. What instigated the piece is that we have been hearing that far too many referring physicians extort "pay-to-play" referral fees but that calling the fraud hotline can be a frustrating, disappointing experience. Important Updates on the Hospice Quality Reporting Program (HQRP)
On September 18, 2019 CORMAC sent an outreach communication via email with the Hospice Quality Reporting Program (HQRP) Update. The communication summarized the reporting requirements for HIS and CAHPS and encourages providers to be mindful of dates and data submitted.



During the 2nd Quarter of 2021, web sites of the above advertisers were visited by home care and hospice executives and staff 5944 times.

Home health agencies and hospices are plagued by audits! The United Program Integrity Contractors (UPICs) are hard at work. RAC auditors are now back on the job, too. Plus, there are ADRs, scrutiny from the OIG, and more! What should providers do to avoid being in the crosshairs or to get out of the line of fire?

The answer, of course, is documentation. For home health agencies, auditors regard whether patients are homebound and whether care provided was reasonable and necessary as “low-hanging fruit.” Hospices are likely to face denials related to whether patients are terminally ill. 

Home health agencies should continuously document regarding homebound status. Hospices must focus documentation on whether patients continued to be eligible for the hospice benefit. Both types of providers should “tell the story” of patients’ conditions so that care is clearly reasonable and necessary. 

If providers are targeted by auditors, they should carefully review and make additions and changes consistent with applicable standards before submitting records.
