Volume 9, Number 50 January  8, 2020

Dear Healthcare at Home Colleague,

Our first issue of our 22nd year reminds us of our last issues of our first year. In 1999, nearly every Home Care Tech Report issue included at least one article that tried to answer the question, "What is this Home Health PPS thing? What is OASIS? And how are we going to survive?" As our Medicare-oriented readers woke up to PDGM's 30-day episodes last week, the feeling of déjà vu was palpable, at least for those of us who have been around a while. As in 2000, the sun came up, people continued to need care, and nurses and therapists learned to complete an OASIS assessment (eventually).

To Private Duty Providers

Never fear. Though this issue, and possibly the next few, need to be devoted to PDGM, we will not ignore you. Be sure to scroll down to this week's headlines. You will be fascinated by a story we found reported by Axios about the surplus of investment capital searching for healthcare startups, and by the announcement from HIPAA-secure texting company QliqSOFT regarding the release of a new patient-engagement tool.

PDGM Revenue Recognition

No sooner does a new Medicare payment system kick in than a controversy arises. What is the proper way to recognize revenue when payment episodes are 30 days and care episodes are 60 days? NAHC is having high-level discussions about it within its Financial Managers committee. Financial consultants such as BKD are working on it too. We have two articles that at least begin to lay out the early questions. Scroll down and click on the headlines to read both. Then, let us know how your agency has decided to handle it. Or, maybe still deciding. Send your comments and opinions to editor@homecaretechreport.com.

We have more to give

By this time next week, the publishers of this newsletter, Rowan Consulting Associates, will announce another free service to the caring, compassionate people who serve the elderly, infirm, and dying. You did it for my parents and I am always looking for ways to express my appreciation. The Online Home Care Buyer's Guide has been updated and redesigned and is just about ready for prime-time. You will be able to create a free account, describe the software, telehealth, EVV, OASIS support, supplies dealers, or type of consultant you need and The Online Guide will automatically provide you an objective, unfiltered list of vendors and consultants who have told us they match those needs. Some vendors have paid a small fee for the privilege of having more detail about their company and products available to you, but all known vendors will at least have their names listed. You'll never find 50+ EMR software companies by flipping through the pages of a magazine but we have leveraged 26 years of experience to find them all. And no magazine can automatically send a request for information to them like The Online Guide can. Watch this space later this month for details.

Tech companies, if we have somehow missed you about how to submit your company and product profiles, contact us as soon as possible.

Have a great week. Keep making a difference in 2020!

Differing Views on Revenue Recognition Under PDGM
Revenue recognition guidance varies under PDGM among CPAs and consultants. It is logical that, with the change to 30-day payments, we should re-evaluate how we recognize revenue from now on.

Libman Education White Paper: Four Principles to Help RCM Coding Teams Succeed
Clinical documentation and coding are often cited as one of the areas of greatest revenue cycle opportunity.

Investing? Consider Health Care
If you bought an equal amount of shares of every health care company that went public last year and then sold before the calendar flipped, you would have gotten a 47% return on your money.

WEBINAR: Documentation: How to Fight Auditors

A 90-minute Lunch & Learn Audio Conference by Elizabeth E. Hogue, Esq. Health Care Attorney

Date: May 5
Time:
1:00 - 2:30 EDT

Encore date:
May 12; On-demand recording available 24/7

Information and Registration

Home health agencies and hospices are plagued by audits! The United Program Integrity Contractors (UPICs) are hard at work. RAC auditors are now back on the job, too. Plus, there are ADRs, scrutiny from the OIG, and more! What should providers do to avoid being in the crosshairs or to get out of the line of fire?

The answer, of course, is documentation. For home health agencies, auditors regard whether patients are homebound and whether care provided was reasonable and necessary as “low-hanging fruit.” Hospices are likely to face denials related to whether patients are terminally ill.

Home health agencies should continuously document regarding homebound status. Hospices must focus documentation on whether patients continued to be eligible for the hospice benefit. Both types of providers should “tell the story” of patients’ conditions so that care is clearly reasonable and necessary.

If providers are targeted by auditors, they should carefully review and make additions and changes consistent with applicable standards before submitting records.

Attend this presentation to learn exactly how to document to minimize denials.

FREE WEBINAR: Can you collect Cash faster?

Sponsored by: Savii

Date: Tuesday, January 12

Time: 2:00 pm EST

Information and Registration

With small margins in home care it has prompted the question, “Can we collect cash faster?” And what would this do for an agency? One thing we know is margins are small and have become more challenging than ever to for agencies to profit. This doesn’t mean it impossible for agencies to survive; it means a focus on collecting cash faster will be ever so important.

Agency leaders will first need to develop a timeline cadence of when to address claims based on when they were submitted for payment. In addition it will be pertinent to understand their own agency metrics such as DSO (Daily Sales Outstanding) and how they compare to industry standards.

On this webinar you will walk away with how to develop a timeline and your own DSO dashboard for benchmarking. All of these topics will weave into  strategic steps to take toward collecting cash flow faster.
