Dear Healthcare at Home Colleague,

Once again, an important story came across my desk after this week's articles were wrapped up and posted. I'll summarize it here but promise to look into it more closely and report back before the end of the month. According to a bevy of experts, Windows 10 has serious HIPAA issues. Microsoft is pushing it on us hard by offering it as a free upgrade but the decision to accept their offer is one you should make only after your security coordinator has done a full study.

For example, one feature turned on by default captures your keystrokes — and your voice commands if you use "Cortana," the voice-activated personal assistant — and stores them so it can learn your patterns and habits and save you keystrokes later. Microsoft says the data is de-identified but there are many unanswered questions. Is it stripped of identifiable data before they store it on their servers? Do they strip it while on their servers? Who sees it before it is stripped? Is it encrypted while in transit? 

Answers to these questions are not available. Microsoft partners and consultants refer questions to Redmond, and Redmond, as everyone knows, does not talk to the public, leaving HIPAA covered entities a little nervous, to say the least. We will publish sets of instructions about how to turn off all of W10's dangerous features but you need to be aware that it will cost you a couple of hours per PC to implement them all. I spoke with one CIO who has already made the decision to ride out Windows 7 and 8 until Microsoft sunsets them and ends support, which could easily be three to four years from now. We will try to dig up more answers for you.

In this week's news: We have news items for both Private Duty and Medicare providers this week, a balance we intend to continue in order to be of service to all our readers.

  • First, do not miss our product review of a new system for improving care to Alzheimer's patients. Dozens of Private Duty agencies are already using it, and reporting significant patient satisfaction improvements.
  • Next, just in case you have some lingering questions about how and when to convert to ICD-10, we offer a guest article by the content manager for "Senior Planning" in Phoenix, Arizona. He translates the CMS instruction into simple English.
  • Lastly, and most importantly for Medicare providers, CMS makes a major announcement. Have you ever appealed a payment denial from your MAC to the next level? Has the QIC overturned the MAC's denial but immediately continued to deny your payment for a completely different reason? It happens a lot. If it has happened to you, be sure to read our lead story this week, "CMS End Long-Standing Abusive Practice." We like to be able to bring good news once in a while.
