Dear Healthcare at Home Colleague,

BREAKING NEWS: Before we get to a summary of this week's articles, there is major news that we did not have time to work into a feature story. CMS appears to have admitted it did not do a good job preparing Illinois for its Pre-Claim Revue pilot. To avoid additional failures, CMS has just announced it will not start the pilot in the next four states on the planned dates.

Florida will not begin on October 1. Texas, Michigan, and Massachusetts are also on hold. CMS promises to give each state 30 days' notice if and when it decides on new start dates. In its official notice CMS confessed, "Based on early information from Illinois, CMS believes additional education efforts will be helpful before expansion of the demonstration to other states."

We will have more detail in our next issue but early reports indicate a number of problems, including:

  • Confusion about which Illinois episodes may and may not be eligible for pre-claim review.
  • Providers are finding they themselves are the first ones to inform physicians about the pilot program, in spite of the fact that CMS claims it has "fully trained" all referring physicians.
  • One agency owner told us their MAC is inconsistent even with its response delivery formats. Responses are supposed to arrive via the same transmission method in which they were submitted -- fax to fax, mail to mail, and electronic to electronic. Instead, response formats are more random, sent by mail when the submission was electronic etc., for no apparent reason and in no discernible pattern.

It was great to visit with subscribers in Columbus last week. The Ohio Conference for Home Care and Hospice puts on an excellent annual meeting. We were also thrilled to see some early response to our newly announced consulting service, a technique to get your agency's listing toward the top of search results in Google, Yelp, and Facebook. Perhaps I could have the honor of showing it to your agency one day soon. In these competitive times, you need all the advantages you can find. This one, by its nature, is only going to be an advantage to those who jump on the bandwagon and do it first. In this week's news: Telehealth writer Audrey Kinsella discovered a new entry in the remote patient monitoring market. ClairVista is from the Netherlands but has a U.S. presence in a Chicago office. Their claim to fame is the ease with which patients can access the company's video visit system.

We interviewed one of the Netsmart executives who came to home care via that company's merger with Allscripts and were impressed not only with his passion for delivering the industry's message to Congress but the successful way in which he has gone about it. Kevin Scalia is a welcome addition to our healthcare at home community. Thank you, Allscripts, for finding him. Don't miss our interview in which he calls for your help telling your representatives and Senators about three important bills that, if passed into law, just may make your life easier.
