Has this ever happened to you?

"Hey, Jude, Rita just resigned so you are the new HIPAA Privacy Officer. You need to get certified as quickly as possible. Here's a book. Oh, and, by the way, this is in addition to your regular duties."

Apparently, this scene is not as uncommon as one might think. So much so that one HIPAA consultant organization we hold in high esteem has begun to offer classes that prepare participants to take the Certified Information Privacy Manager exam. My guess is that they are a fun group; they named the course "Privacy Officer Organizational Fundamentals" so they can refer to it as POOF. In other news: Our telehealth reporter Audrey Kinsella has discovered a nationwide remote video service helping seniors who are addicted to opioids. Personally, I was shocked to learn that the numbers among the elderly are as high as among other age groups. There is a resource of 12 regional Telemedicine Resource Centers you can use and we have listed contact information for all of them. Seattle-based NetMotion has announced the release of an interesting connectivity product that can keep your field staff more compliant with security regulations. There is much more to it than that but it is too complex to describe here so be sure to click on the headline below, "NetMotion Delivers Operational Intelligence Platform for Enterprise Mobility."

CMS made several announcements this week. We put them all into one article, cleverly titled "CMS News." It includes links to the next Home Health Open Door Forum, a list of cities and dates where CMS will conduct basic and intermediate training for Medicare participants, and a teaser of – and links to – a report about how hospitals are improving their efforts to make them less dangerous to patients.

I wish that were all the news this week. However, I have to take one more moment to bid a sad farewell to my friend Rich Chesney. Just before going to press, we heard that the founder and CEO of Healthcare Market Resources succumbed to a heart attack on May 24. His was a brilliant mind, with a deeper understand of the meaning behind regulatory and demographic events than most. He made this newsletter more valuable to its readers by sharing his wisdom with us over the years, usually in topics that, frankly, would have otherwise been over my head. A tremendous benefit to the entire home health industry, he will be greatly missed. Rich leaves behind a wife, two sons, and three grandchildren, plus thousands of grateful home health agency and hospice owners.

Hospitals say that they comply with all requirements while some post-acute providers maintain the exact opposite. Now post-acute providers are suing hospitals for violations.

According to a recent MedPAC report, enrollment in managed care programs grew 8% from 2016 to 2017, accounting for nearly 32% of all Medicare beneficiaries, with enrollment projected to grow even higher in 2018.
