It may at first seem unlikely, but we nevertheless deem it important that every post acute care provider should become familiar with CMS's new "Primary Care First" model. Yes, even patient-pay providers. While the model applies to physician practices, it deals with rewards for better patient outcomes. That is where home health and home care enter the equation. We provide the CMS announcement and links to its complete report but added staff writer Darcey Trescone's interview with Acclivity Health CEO Jeremy Powell. His perspective will help you see why you should familiarize your sales and marketing team, and anyone else who interacts with referring physicians, with the new model.

Guest author Elizabeth Hogue analyzes a rare US Supreme Court decision that favors healthcare providers participating in the Medicare program. In summary, she reports, "This case means that if CMS establishes or makes a change to substantive legal standards of the Program, it may do so only by publishing proposed rules and providing for comment periods on the proposed rules. CMS cannot make changes to substantive legal standards by relying on "interpretive guidelines," "guidance," etc." Read home care attorney Hogue's analysis here.

Ever since the Affordable Care Act allowed states to opt in to Medicaid expansion, costs have risen for the federal share, which covers 90 percent of expansion costs. CMS administrator Seema Verma announced a crackdown on states that do not fully vet applicants for Medicaid eligibility. Pay close attention to this CMS announcement. It could cost you a number of Medicaid patients.

Vendor Watch

Look for two vendor announcements of interest this week. eSolutions has acquired a company that will enhance its clearinghouse and revenue cycle management capabilities. Casamba, the owner of HealthWyse, has a new partnership with a HIPAA services company and will immediately make its HIPAA One services available to clients.

Worth the trip

It has been nice to stay home for a while but some important conferences are coming up. Both Darcey and I hope to see you at this summer's NAHC Financial Managers meeting in Chicago next month. Security Risk Assessment Tool Overview and User Feedback Session
