Volume 6, Number 45 May  3, 2017

Dear Healthcare at Home Colleague,

It was a pleasure to meet so many subscribers at the National Hospice and Palliative Care Organization's Management and Leadership Conference this week in Washington DC. We learned a lot from the plenary sessions and the breakouts, even more from impromptu conversations with agency owners and administrators. We were inspired to include more news and analysis for hospice providers in these pages in the future.

NHPCO puts on an excellent, well-attended conference. With just over 6,000 hospices in the U.S., this conference was packed with nearly 1,000 attendees. They were treated to an inspiring re-imagining of the organization's mission by new president Edo Banach, a thoughtful but lighthearted examination of the current political climate by Washington Post columnist Eugene Robinson, and an opportunity to pepper New York Congressman Tom Reed with questions and comments about his role in the attempts to repeal and replace the Affordable Care Act.

Put next year's MLC on your 2018 calendar: the Washington Hilton, April 21-25. The NHPCO Interdisciplinary Conference is also coming up on September 16-20 in San Diego.

This week, we return to our study of various aspects of regulatory compliance, featuring a guest article by Michael McGowan on the dangers of checkbox charting.

Until Thursday's events in the House of Representatives, compliance would have been our entire focus this week. However, the effects on our healthcare sector of the American Health Care Act would be so significant if it were to become law, we decided to take a close look at it. But it wasn't available to read until late Wednesday night. So instead we decided to rely on the next best thing, analysis by other experts. We located the published comments by the AMA, ANA, AARP, NAHC, VNAA and a smattering of other national organizations, pulling them all together in one place for you.

We would be very interested in hearing your thoughts on the Republican proposal to replace the Affordable Care Act. After you have had a chance to study it, write to us and share your opinion about its impact on in-home based care. We will print the most insightful comments.

Have a great week. Keep making a difference!

Checkbox Charting May Lead Directly to a ZPIC Investigation
Guest author and longtime Medicare appeals consultant Michael McGowan warns that CMS will increase its fraud/waste/abuse containment efforts by resurrecting long-dormant rules. Among them: the rule against lazy charting.

Survey of Professional Responses to House Approval of AHCA
NAHC, the VNAA, the AMA, the AARP, and others have all already published their opinions about the Republican alternative to the Affordable Care Act. We pulled together as many of their statements as we could find.

Agenda:
Designing successful bundles without collaboration between inpatient and post-acute (PAC) providers inhibits the cost-savings opportunities that make bundled payment a valuable model for hospitals and health systems.
