Dear Healthcare at Home Colleague,

I learned a lot about hospice and palliative care at last week's NHPCO Management and Leadership Conference. I'll bring you some updates from the meeting in upcoming issues – including a spate of product releases by Netsmart that will be important to home care as well as hospice providers – but other more pressing news pushed those updates off the front page this week.

We pick up our ongoing educational series about the 21st Century CURES Act with an update from Ohio. If you are involved with your state's movement to design an EVV policy, you will have a lot to learn from our conversation with Joe Russell, the new Executive Director of the Ohio Council for Home Care and Hospice. A former lobbyist, Joe knows better than most how to navigate the halls of state legislative and regulatory offices. The most significant thing he told us was that Ohio's Department of Medicaid would never have designed its EVV program the way it did if he had been involved at the time. Nevertheless, in his first few months on the job, he has managed to get some positive changes made in the state's plan.

Our interview,  "Ohio Association Wins EVV Plan Modifications," covered the problems Ohio providers have identified in the system that ODM put in place well in advance of the January 1, 2019 deadline. It also explores the fixes OCHCH managed to convince ODM to make to improve their plan. Most importantly, Joe told us how he convinced them. The advice he has for his peers in other states make this an interview leaders can use.

We also have a CMS update. Administrator Seema Verma made a major announcement in a speech at the "Health Datapalooza" conference, an April DC event sponsored by AcademyHealth. In what seems to now be a monthly event, Humana has acquired yet another healthcare provider. Last month, it was a large, Florida physician practice. Now it is one of the largest hospice providers. Curo has hospice operations in 22 states. If you are not familiar with the name, do not feel uninformed. The company's practice is to retain the business name of local hospices it acquires. We tell you the details of the Humana deal, including names of the financing partners, in "Humana Acquires Curo Health Services for $1.4 Billion."

In March 2018, CMS released the draft of the latest version of the OASIS data set, OASIS-D. Modifications are being made to OASIS in order to comply with the IMPACT Act, to reduce data collection burden, and to improve formatting throughout the document. CMS is seeking approval from the Office of Management and Budget for a January 1, 2019 implementation date. Topics:

  • Addition of six new standardized items
  • The removal of 28 OASIS questions that will no longer be assessed.
  • Modification to M1311 to support a new standardized pressure ulcer measure.

Managed Care Insights and Strategies for Post-Acute Partners

According to a recent MedPAC report, enrollment in managed care programs grew 8% from 2016 to 2017, accounting for nearly 32% of all Medicare beneficiaries, with enrollment projected to grow even higher in 2018.
