Dear Healthcare at Home Colleague,

Attention Florida home health providers, especially those in Tampa and Miami. Last August, the CMS Pre-Claim Review demonstration project began in Illinois. In October, the Cubs won the World Series for the first time in 108 years. Coincidence? No way to be sure. When the Pre-Claim delay is over in a month or two, maybe Florida baseball fans should embrace it. Better safe than sorry.

Seriously, the PCR suspension in Illinois and startup delay in Florida, which took effect on April 1, came as a Friday afternoon surprise announcement late on March 31. But not everyone was surprised. When CMS refused interviews Monday morning, we turned to Bobby Lolly and Sara Ratcliffe, Executive Directors of the Home Care Association of Florida and Illinois Home Care and Hospice Council, respectively. They knew it was coming because the new CMS Administrator had actually sat down and talked with them. There is a lot of good information in this story, including a reprint of CMS's first Q&A about the PCR delay. 

The other breaking news item this week is that the VNAA has made its long-anticipated announcement that it will be changing its bylaws with the goal to reposition home-based care and its own role in the industry. We will have more details next week but you can expect this news to reverberate from its National Leadership Conference in San Diego, April 19-21, all the way to Washington DC.

We also have an important feature article by our telehealth reporter, Audrey Kinsella. She revealed her own 35-year struggle with MS a few weeks ago and follows up this week with an in-depth, personal look at a study of telehealth for MS patients underway at the University of California at Riverside.

In vendor news, there is a significant alliance announced between KanTime and OperaCare. The former is an EMR for home health, non-medical home care, and hospice providers. The latter is a startup with a revolutionary OASIS analysis and correction system that has already "ZPIC-proofed" its early adopters. We also learned of a telehealth project in upstate New York, created by a partnership among a large, non-profit hospital system, telehealth developer Health Recovery Solutions, and a state HIE.

In March 2018, CMS released the draft of the latest version of the OASIS data set, OASIS-D. Modifications are being made to OASIS in order to comply with the IMPACT Act, to reduce data collection burden, and to improve formatting throughout the document. CMS is seeking approval from the Office of Management and Budget for a January 1, 2019 implementation date. Topics:

  • Addition of six new standardized items
  • The removal of 28 OASIS questions that will no longer be assessed.
  • Modification to M1311 to support a new standardized pressure ulcer measure.
