Volume 6, Number 28 March  22, 2017

Dear Healthcare at Home Colleague,

As this is being written, the U.S. House of Representatives is inching closer to a vote on the Republican version of healthcare reform. We have been watching the proceedings and listening to both sides — well, to all three or four sides — and trying to determine the impact on the entire Healthcare at Home sector.

To get a picture of the impact of the bill on Medicaid beneficiaries, we turned to a local expert. Dr. Patricia Yeager, PhD, is the CEO of The Independence Center in Colorado Springs, Colorado. This is a Medicaid home health agency that operates under the umbrella of an organization that provides services to persons with disabilities. This week, Dr. Yeager made a heartfelt appeal to local and national press, describing the consequences to her clients should the AHCA bill be signed into law in its current form. She paints a bleak picture. We thought you would find it enlightening.

Whatever happens, any changes in the healthcare law will still take a year or two to take effect, and longer for CMS to complete rulemaking. So we will continue our close coverage of current regulations, with a focus on compliance strategies and the role of technology. One of those is found in our lead article this week. Medicare appeals consultant Michael McGowan writes a guest article for us to warn Florida about the confluence of regulatory changes all hitting at once. You will not want to miss his article titled, "Perfect Storm Takes Aim at Florida."

You also will not want to miss McGowan's upcoming webinar, sponsored by Curaport, April 6 at noon Eastern Time. Not limited to Florida issues, it will outline for listeners the MAC and ZPIC crackdown on multiple successive episodes, especially for patients with low acuity scores. McGowan claims this is an epidemic and that agencies that have been artificially supporting their cash flow in this way are about to hit a wall. Register today for "Under Pressure: OASIS Service Utilization Review."

Also, in this highly competitive era in non-medical home care, we thought it would be useful to reprint an important educational piece that we first ran last year. Marketing expert Roger McManus explains how marketing has moved online in recent years in "Insurance to Protect Home Care Advertising Dollars."

Our friends at Curaport are also offering a webinar by Mark Sharp and Raymond Belles of BKD. Scroll down to our webinar listings for details.

I hope to see HCTR readers at the National Leadership Conference, sponsored by the VNAA and the Alliance for Home Health Quality and Innovation. April 19-21, San Diego.

Have a great week. Keep making a difference!

Perfect Storm Takes Aim at Florida
Florida has grown accustomed to weathering storms but not like this; not four concurrent regulatory storms hitting simultaneously.

Medicaid Cuts Would Force People with Disabilities into Nursing Homes
We dropped in on a press conference conducted by a Colorado non-profit that provides services, including home care services, to people with disabilities. The company's CEO had done quite a bit of research on the impact the American Health Care Act would have on the disabled should it become law.

Insurance to Protect Home Care Advertising Dollars
"The Internet changes everything." Even when a cliché is so overused that it becomes trite, it is worth repeating if it is still true. Guest author Roger McManus, an online marketing consultant, warns that you are throwing your advertising dollars away if you are still spending them the way you did before Google's star rating system and Yelp reviews took control of public opinion.
