Volume 3, Number 47 — December  31, 2014

Dear Home Care Colleague,

There is something about the week between Christmas and New Year's. Motivation to work is at an ebb and you only want to read good news. I can report that I succeeded with one of the three news items with which we bring 2014 to a close. Telehealth reporter Audrey Kinsella found that Philips Lifeline has a generous gift program for seniors modeled after the Make-A-Wish foundation for children. Her heartwarming description of the program is a great way to end the holiday season.

The rest of the issue may not be quite as uplifting but I assure you it is information you need.

  • The VNAA has made a scathing accusation against MedPAC.
  • Guest writer Russell Krengel, a Kinnser product manager, explains the 2015 PPS rule and why many home health agencies will not survive healthcare reform and describes the characteristics of the ones that will.
  • And the American Hospital Association, fighting in court for all of us, lost its lawsuit against the government in which it asked to have the RACs chastised for overreach or temporarily shut down until the ALJ backlog is solved.

That last story is not among our posted articles but we knew you would want to know the details so you can click here to read the Health Data Management explanation. Basically, the judge said, "Congress created the RACs; Congress underfunded the ALJ system; Congress, not the court, has to fix it."

Healthcare in Transition Update: registrations have begun to come in for my next seminar, April 13-15 in Scottsdale. Thanks to you earlybirds. I have promised, and will live up to that promise, that "Healthcare in Transition" will again be a powerful learning experiences that will equip home health and home care owners and administrators to guide their agencies through the challenges of healthcare reform, ACO partnerships, reduced payments, in the context of an aging population. The web site with the agenda, speaker profiles, and registration can be accessed at RowanResources.com/THRIVE.

Have a great week. Continue to make a difference in 2015!

VNAA Challenges MedPAC to Prove Pay Rate Cuts Do Not Harm Access to and Quality of Care
The Medicare Payment Advisory Commission released a report to Congress that mentions the existence of data that supposedly shows home health payment rebasing will not negatively impact beneficiary access to quality care. In response, VNAA President and CEO Tracey Moorhead said, "prove it!"

Philips Lifeline Partners With "Wish-of-a-Lifetime" to Grant Wishes to Seniors
You've heard of Make-A-Wish for children. Telehealth reporter Audrey Kinsella has learned of a similar foundation for seniors, created by a partnership between Philips Lifeline and "Wish-of-a Lifetime."

What Home Health Agencies Need to Know about the CMS 2015 Final Rule
Last month, the 2015 Home Health Final Rule, which sets forth details of the second year of payment rebasing under the Patient Protection and Affordable Care Act (ACA), was released by CMS. Many have predicted that the number of Medicare certified home health providers will decrease in the next few years due to the cumulative effects of rebasing, regulatory scrutiny, tightened survey protocols and financial sanctions for underperformance and declining operational results. Some agencies will thrive, some will not. Guest author Russel Krengel describes the adaptations that will be taken by the survivors.

Raising the Bar to Meet Rising Demands in Home Care: How a Learning Program Can Enable Clinical and Operational Excellence
Clinical competence and compliance have become critical to every home care agency's ability to thrive through the healthcare reform era. As home care organizations work to meet the increasing needs of our aging population, a comprehensive training program can foster operational as well as clinical excellence. Guest author Jim Triandiflou, CEO of Relias Learning, describes five key benefits of using online learning to address the many challenges inherent in home care training.

Pennsylvania Hospice Thrives with Support of its Software Vendor Partner
We do not often hear about a home care agency or hospice staying with the same software vendor for 15 years, especially when that vendor goes through a major C-suite shakeup of its own. When it happens, we want to know what that vendor is doing right. So we recently spoke with Michael Link, a Computer Systems Analyst for Hospice and Community Care. The Lancaster, Pennsylvania-based non-profit has been using version after version of software from Suncoast Solutions since the year 2000.

As of this date, approximately 16,071,000 Baby Boomers have become Medicare eligible.

Immediate and urgent need for Interim Director of Billing (outside of Chicago). They can be based anywhere. We would fly them in on Monday and home on Fridays. They would be compensated well, including travel pay. All expenses are covered. We have someone in there as an interim and she can't be there the weeks of 9/14 and 9/21. We had part time coverage arranged for those weeks, but the client insists on full time.

It is community based services only –no Medicare- mostly Medicaid waiver for non-skilled services. Large Department of 20 FTEs. McKesson is the IT system. This interim position is to provide stability for two weeks while our person is out.
