Dear Healthcare at Home Colleague,

Another farewell this week. John Shinn sold the company he founded in 1995 to Kinnser last year. Now he has decided the new owner is ready to manage PPS Plus without him, with the help of the staff of clinical and coding experts that John brought together over the years. We called to wish him well in whatever he decides to do next. He said he does not know yet what that might be but we are sure, whatever it is, he will be good at it.

In this week's news: We keep looking for reasons for optimism in Illinois but they remain elusive. Our update on the progress of CMS's Pre-Claim Review program reports on information from NAHC and the Illinois association that providers are getting better at getting their documentation right but CMS and PGBA are getting worse at reviewing the documents.

Too many Fitbits. not enough wrists? Our telehealth reporter, Audrey Kinsella, has found a solution to the 21st-Century phenomenon known as "Fitbit-on-the-shelf." And it may be a tax deductible solution at that.

How's this? The OIG also says it is shifting its efforts toward finding individuals to imprison instead of organizations to fine.

Get ahead of the competition: Lastly, I am pleased to report on the acceptance and successes of the agencies that have piloted my new patient reviews gathering system I have been telling you about. In March 2018, CMS released the draft of the latest version of the OASIS data set, OASIS-D. Modifications are being made to OASIS in order to comply with the IMPACT Act, to reduce data collection burden, and to improve formatting throughout the document. CMS is seeking approval from the Office of Management and Budget for a January 1, 2019 implementation date. Topics:

  • Addition of six new standardized items
  • The removal of 28 OASIS questions that will no longer be assessed.
  • Modification to M1311 to support a new standardized pressure ulcer measure.
