Insiders with insights into each of these areas gathered in Orlando this week at the 2018 Homecare 100 meeting. This is the gathering sponsored by Lincoln Healthcare Leadership where only the executives from the largest home health, home care, and hospice providers are invited. The volume of information and opinion was overwhelming but we have done our best to summarize the highlights for you. This week, we start with the onstage discussion between NAHC Interim President Bill Dombi and the CEO and president of the National Hospice and Palliative Care Organization, Edo Banach.

Though technically competitors, Bill and Edo agreed on almost every point, especially regarding the likes of MedPAC, Congress, CMS, and the incoming HHS Secretary. Don't miss our summary of what developed during their moderated conversation.

Vendor Watch is our most important column this week. We just heard about two significant acquisitions in the tech vendor community. Some of the biggest names in Healthcare at Home software are involved. As the announcements were only released hours before we wrapped up this issue, we have only had time to conduct brief interviews with the principals so far. Mediware CEO Bill Miller was quite forthcoming about the meaning of his company's purchase of MedTranDirect. And HomeCare Accounting Solutions founder Mike DelCollo shared some thoughts about selling his company to Netsmart, not the least of which might trigger a memory among readers who have been around long enough.

Mike was the software development genius behind one of our industry's first software systems, a DOS-based gem called HCS. When HCS CEO Steven Griff retired in 1999, DelCollo's software was sold to Misys. Later, Misys became Allscripts and Allscripts was ultimately acquired by Netsmart. Meanwhile, DelCollo built HAS. So, loosely defined, Mike DelCollo has sold two products to essentially the same company. Business is interesting.

Next week, we will dig a little deeper into the acquisitions and have more to say about our chats with the people at their center.

Lastly, as we continue to try to help you cope with regulations, especially the new CoPs, we bring a guest article by home care attorney Elizabeth Hogue, titled "Refusal of Services and/or Non-Compliance." She bases her analysis on the draft Implementation Guidelines.

We also detail coming changes in Medicare ID card numbers. The transition from social security numbers to randomly-generated number and letter combinations will pose a challenge for providers and software vendors for at least a full year.

Dombi and Banach Spar at Homecare 100
When leaders of competing associations essentially agree, their members should pay attention. Bill Dombi and Edo Banach kicked off Homecare 100 with some strong language, not for each other but for their common enemies.

Merger Mania: Mediware + MedTranDirect; Netsmart + HAS
This week, two major acquisitions were announced in the home health and hospice tech community. Mediware, Kinnser's parent company, acquired Medicare connectivity and eligibility vendor MedTranDirect. Netsmart announced the acquisition of HomeCare Accounting Solutions.

Draft Interpretive Guidelines for HHAs: Refusal of Services and/or Non-Compliance
Guest author Elizabeth Hogue, esq. explains the compliant procedure for refusing to continue services to a non-compliant patient.

CMS Begins to Generate Random Medicare ID Numbers
EMR software developers have their work cut out for them. During the transition from Social Security Numbers to randomly-generated ID numbers on Medicare cards, CMS contractors will accept either number but return both on remittance advices. Here is the official guidance from CMS.
