Volume 4, Number 44 — January  21, 2015

Dear Home Care Colleague,

I am on the road again this week and hope to see some HCTR readers at Homecare 100 in Liguna Niguel, California. I'll be speaking about the importance of technology in this era of healthcare reform. This is related to the message of my seminar series, "Healthcare in Transition." Speaking of which, there is still room for you if you have not registered yet. The next event takes place in Scottsdale, Arizona on April 13-15. I have kept the price very low and I have given some huge discount coupons to tech vendors who will be exhibiting. You should ask your vendor if they have any left. (And if they are not exhibiting, you should ask them why not!)

I started this seminar series because I heard from so many of you about the tough challenges presented by ACOs, readmission penalties, decreased insurance pay rates and increasing competition. I came to understand that thriving these days is about partnerships with hospitals, physicians and ACOs, not about sending attractive sales people to beg for a few more referrals or to host free lunches for physicians.

Unfortunately, hospitals and ACOs are demonstrating that they only want a handful of partners. That means the U.S. healthcare system will require far fewer home care provider organizations in the very near future. Who will survive? Who will thrive? Who will go out of business? Who will be acquired by their competitor?

I have assembled some powerful experts to teach home health and home care owners and administrators how to remain among the survivors but I should warn you: there will be both good news and bad news about the future of home care in my seminar. You need to hear both in order to prepare your Medicare, Medicaid or private duty agency to thrive through the reform era.

To read about these experts who will be leading my seminar, go to: http://RowanResources.com/THRIVE. I am certain you will agree you have a lot to learn from people like this; we all do. They are physicians, ACO owners, hospital administrators, attorneys, branding experts, sales and marketing consultants and, yes, you'll get to hear a little from me as well. So, please join me in Scottsdale in April. You won't regret it; I promise.

In this week's news: There has been some confusion about CMS's announcement last week about switching you from IACS to EIDM on a moment's notice. We got the scoop from Tom Boyd and John Reisinger and laid out some guidance for you. Hospices have a much quicker deadline and should pay close attention to this CMS change.

We also have news about a change at the top of one of our favorite advertisers, CellTrak. And kudos to Ellen Caruso and her team of lobbyists in Colorado who are pushing through a law with another major advancement in telehealth reimbursement.

Have a great week! Keep making a difference.

Mark Battaglia Replaces Michael Wons as CellTrak President and CEO
No explanation yet for change at the top of leading cellular EVV company other than "to encourage continued growth." Michael Wons to stay on as board member and advisor.

First Medicaid, Now Insurance Told to Pay for Telehealth Visits in Colorado
Home telehealth in Colorado is on the move again. Thanks to the efforts of lobbyist Ellen Caruso, a bill has been introduced and unanimously passed by the state legislature that would make insurance companies pay for in-home monitoring services much in the same way Medicaid in Colorado now pays.

CMS Puts Time Squeeze on Hospices with Unexpected IACS Change; HHAs Have A Little Leeway
We asked Tom Boyd of Simione Consultants and John Reisinger, founder of Innovative Financial Solutions for Home Health, to help us understand the meaning of CMS's surprise change to cost reporting procedures.

Last Week's Most-Read Stories:
What Home Health Agencies Need to Know about the CMS 2015 Final Rule
Last month, the 2015 Home Health Final Rule, which sets forth details of the second year of payment rebasing under the Patient Protection and Affordable Care Act (ACA), was released by CMS. Many have predicted that the number of Medicare certified home health providers will decrease in the next few years due to the cumulative effects of rebasing, regulatory scrutiny, tightened survey protocols and financial sanctions for underperformance and declining operational results. Some agencies will thrive, some will not. Guest author Russel Krengel describes the adaptations that will be taken by the survivors.
BREAKING NEWS FROM NAHC: Proposed Overtime Rule Invalidated by Court
Late Wednesday, NAHC announced that a U.S. District Court for the District of Columbia has invalidated the proposed Department of Labor overtime rule that was to have taken effect on January 1.

As of this date, approximately 16,302,000 Baby Boomers have become Medicare eligible.

Designing successful bundles without collaboration between inpatient and post-acute (PAC) providers inhibits the cost-savings opportunities that make bundled payment a valuable model for hospitals and health systems. Designing care management incentives and solutions for complex patients requires integration across hospitals, home care, and the extended continuum of provider organizations.

Immediate and urgent need for Interim Director of Billing (outside of Chicago). They can be based anywhere. We would fly them in on Monday and home on Fridays. They would be compensated well, including travel pay. All expenses are covered. We have someone in there as an interim and she can't be there the weeks of 9/14 and 9/21. We had part time coverage arranged for those weeks, but the client insists on full time.

It is community based services only –no Medicare- mostly Medicaid waiver for non-skilled services. Large Department of 20 FTEs. McKesson is the IT system. This interim position is to provide stability for two weeks while our person is out.
