Dear Healthcare at Home Colleague,

In these volatile times, it is increasingly important to keep track of changing regulations. A change of administrations in Washington causes a ripple effect as department secretaries and administrators leave and are replaced by people who often hold philosophies that are opposite from their predecessors. After one year in office, President Trump has made a dent in his obligation to fill leadership positions — some of them filled, vacated, and replaced already — bringing a change in philosophy at the top that results in regulations changing at a more rapid pace.

We will do our best to keep our summaries of the relevant stories at the forefront. While it is not our mission to provide in-depth analyses, we will always let you know where those conferences and webinars can be found.

This week, we look at Medicaid changes in Kentucky, a CMS webinar on helping clinicians create better documents, and a huge mistake by Microsoft that disabled certain computers across the world.

As most of you have heard, the VNS of New York, the nation's largest not-for-profit healthcare at home provider, has signed a contract to implement the Electronic Medical Record from Homecare Homebase. Obviously, it is a massive implementation project. They will be getting assistance from an implementation specialty company, which you can read about below in our Vendor Watch column.

Also in our Vendor Watch column, Forcura has released a framework for standardizing interoperability and integration between home health and hospice organizations, physicians, electronic health records (EHRs) and other supporting technology vendors.

As we have been telling you, the annual "Compliance Cruise" takes place this week. I will be delivering two presentations about technology and compliance but also attending all the others. I hope to come back with some insights from home care's top attorneys and consultants.

In March 2018, CMS released the draft of the latest version of the OASIS data set, OASIS-D. Modifications are being made to OASIS in order to comply with the IMPACT Act, to reduce data collection burden, and to improve formatting throughout the document. CMS is seeking approval from the Office of Management and Budget for a January 1, 2019 implementation date. Topics:

  • Addition of six new standardized items
  • The removal of 28 OASIS questions that will no longer be assessed.
  • Modification to M1311 to support a new standardized pressure ulcer measure.
  • Addition of responses to M1028, M1311, M2102 and removal of responses to M2310.
